Rosstat’s Secret War Death Records Leaked by Hackers

The Gist View

Rosstat, Russia’s federal statistics agency, holds confidential records of about 400,000 war dead, Bloomberg reported on 8 November, from data hackers say they stole. The source matters more than the number: an agency that keeps its own ledger shows that Moscow’s silence on losses is a choice about publication, not counting.

Silence serves the Kremlin because published losses would feed doubt among families and raise the price of recruiting the next soldier. The leakers, the Belarusian Cyberpartisans (an anti-Lukashenko hacker collective) and Silent Crow (pro-Ukrainian hackers), gain from the opposite, so caution is due: their range is wide, may include non-combat deaths, and is unauthenticated.

If the ledger is real, Russian planners cannot ignore it either: more than 182,000 deaths in 2025, mostly working-age men, shrink the labour pool and raise recruitment costs. The check is whether any Rosstat release through August 2026, the leak’s last month, shows a matching gap among men aged 30 to 49 (Kyiv Post).

The Global Overview

Hackers say Rosstat records show about 400,000 Russian war dead

Russia has recorded the deaths of about 400,000 of its people fighting in Ukraine since the full-scale invasion almost five years ago, according to confidential data held by Rosstat, Russia’s federal statistics agency, which publishes official population and mortality data (Bloomberg, 8 Nov 2026). The Belarusian Cyberpartisans, an anti-Lukashenko hacker collective, and Silent Crow, a pro-Ukrainian hacker group, said on Saturday that the stolen data indicate between 394,000 and 450,000 war-linked deaths from February 2022 to August 2026 (Kyiv Post). Annual deaths rose from 19,000 in 2022 to over 182,000 in 2025, mostly among men aged 30 to 49 (Kyiv Post). The figures come from the hackers’ claims and have not been independently authenticated. If they hold, the dead are mostly working-age men, so Russia’s capacity to keep fighting is the bargaining variable, while our earlier claim that whoever writes the reconstruction terms holds leverage over a ceasefire is neither confirmed nor contradicted.

South Africa’s ANC posts its worst local-election result on record

Final results tallied Sunday show the African National Congress, the party that defeated apartheid and has governed South Africa since 1994, won just 31% of the votes cast in the local elections, its worst result on record (WSJ).

World models move AI from text into 3D simulation

World models move AI from text into 3D space, simulating real-world physics to teach robots and autonomous cars how to navigate reality (Wired, 8 Nov 2026). Separately in education, the SATs and AP tests are taking on AI cheating (Bloomberg, 8 Nov 2026).

The European Perspective

Sachsen-Anhalt’s AfD needs three votes, and the CDU walkout does not reach them

Ulrich Siegmund, the lead candidate of the AfD (Alternative für Deutschland, Germany’s hard-right party, classed as extremist by parts of the security services and shunned by other parties), has said he will stand in the mid-December vote for state premier in Sachsen-Anhalt, even though he promised in the campaign to govern only with an absolute majority (ZDF). That majority is 42 votes. The AfD holds 39, the same as the CDU (Chancellor Friedrich Merz’s centre-right party), SPD, Greens and Linke (Germany’s main democratic-socialist party) combined, and the BSW holds five (ZDF). The CDU has decided to leave the chamber in the first two rounds, which is controversial inside the party, and Die Linke may field its own candidate against Siegmund (ZDF). A walkout is a visible commitment, and because the ballot is secret it removes any chance of covert CDU defections, the one risk the party controls. Even so, the AfD needs only three defectors from 44 non-AfD members, so the BSW’s five seats are the most plausible source, and the walkout does nothing about them or about the later rounds, whose rules, which we have not seen, decide whether leaving the room helps or hurts.

Merz is set to name Ilse Aigner as his choice for Germany’s first female Bundespräsidentin

Chancellor Friedrich Merz will tell the CDU leadership on Sunday evening whom he prefers as Bundespräsident, and everyone already knows it is his longtime friend Ilse Aigner (ZDF). Large parts of the Union, the CDU and its Bavarian sister party the CSU, have apparently already accepted her (ZDF).

German firms keep passing energy costs into prices

The ifo institute’s price-expectations index, which measures how many German firms plan to raise prices, rose from 23.0 in September to 25.9 in October 2026, and in manufacturing from 22.0 to 27.2 (ifo, 30 Oct 2026). On 30 Sep 2026, ifo’s economist Timo Wollmershäuser said inflation would climb above 3% in the coming months (ifo).
